To begin with, 'France Forever' not only did not raise any money to contribute to the Free French budget, it actually had to be financed by London. Given the material wealth of the United States, this seemed incredible to many people. They were of course hampered by the Neutrality Act, which at that time made it illegal to raise money for a belligerent government. The British, however, refused to accept this argument, insisting that since de Gaulle was neither a government nor the agent of a government, the Neutrality law could not apply to his movement.
As a result of his trip, the War Department became more and more interested in establishing a base at Pointe Noire, and this was finally done the following year. The Cunningham Mission, however, was eclipsed by the Free French invasion of Saint-Pierre and Miquelon. 25 Late in 1941 de Gaulle decided that it was time to try again and sent Muselier to North America. In fact, both Canada and the United States had become increasingly alarmed by the powerful shortwave radio station on St Pierre. It was known that Vichy was transmitting meteorological reports 28 Anglo-American Policy towards the Free French from there to the Axis, and it seemed likely that they could be sending other, even more damaging information.
